Annual Membership Meeting Minutes
July 21, 2021
Board Members in Attendance: Mark Heppner, Larry Velte, Maureen Pettis, Jim Bovino, and Carolyn LaRosa.
Burke Community Management Representatives: not in attendance
Meeting called to order: 7:33 p.m.
A quorum was established: Sixty members were present; 10 in person and 50 by proxy. A quorum is 58 members.
Report on the State of the Community Association:
- Membership status: Membership was informed there are 580 single-family homes in the community association (HOA.)
- Tree/Streambed erosion issues: Membership was informed about challenges with trees on common property and efforts to work with Fairfax County authorities to address streambed erosion and stormwater management.
- HOA protocol/covenants: Membership was reminded to follow KPWCA guidance concerning improvement projects, particularly fences, before starting their projects. Per state law, sellers need to obtain HOA disclosure packets and provide them to the buyer at the time of closing.
- Liens: Membership was informed that there are 10 properties with liens due to unpaid annual assessments. About $4100 is owed to KPWCA. Board is reviewing courses of action.
- Absentee Homeowners: Membership was reminded that the mailing address of the homeowner must be on file with the KPWCA board. Renters are not answerable to the HOA, which will deal with the property owners.
Treasurer’s Report/Proposed Budget for 2021-2022: Treasurer provided an overview for the membership and explained that the annual assessment will likely remain at $40/property for fiscal year 2022.
Election of Board Members: Diane Jeffers was elected to the Board, replacing Anthony Consumano, whose term expired. Carolyn LaRosa was re-elected to the Board; both will serve 3-year terms.
Board Meetings Announcement: Membership was reminded the monthly meetings are held the second Wednesday of the month; the meetings have been held via Zoom since the pandemic began: however the next meeting on August 11 will be hosted by Maureen Pettis at her home, in person. The Board hopes to begin in person meetings at Laurel Ridge Elementary School if/when we are permitted to do so in 2022.

- Question: Sarah Lennon, President of the KPW Civic Association, and HOA member, discussed the challenges she faces regarding awareness of the difference between the Civic Association, with voluntary membership opportunity for the entire KPW community, and the Community Association (HOA), with mandatory membership for the 580 households in the western end of Kings Park West.
Answer: This has been an ongoing challenge. Larry Velte will submit an article to the Kings Park West Herald regarding the differences. Both the Civic and Community Associations face this ongoing challenge. The KPW Community Association cannot change its name, per the Virginia Statutes on HOAs.
- Question: Could a HOA member not pay the annual assessment because they thought they had already paid or confused the assessment with the civic association dues?
Answer: Possibly. New homeowners should have received a HOA disclosure packet when they bought the property stating that they were HOA members. The HOA tried before to change its name to something distinctive from the Civic Association, but was not allowed to do so.
- Question: There has been illegal dumping of debris near the corner of Tapestry and Braddock. Can we get a “No Dumping” sign put there?
Answer: The board will get in touch with Fairfax County on that issue.
- Question: who do we get to trim the tree that is blocking the KPW information sign near Tapestry and Braddock?
Answer: The Board will look into this issue and address it, possibly hiring a tree trimming company to do the work.
