Meeting
called to order:
7:20 p.m.
Approval
of February Meeting Minutes: Approved 6–0
Treasurer’s
Report: Checking
account balance is $19,062.21; accounts receivable balance is $3,349.02; two general
fund CD’s in the amount of $5,357.01 and $5,340.09; and reserve study CD is $18,601.16,
bringing the total to: $51,709.49.
Old
Business:
- Commonwealth/Sideburn
Holly Trees –
A Board member spoke with the homeowner about the choices for landscaping
around the KPW sign located at Commonwealth and Sideburn. The member will
re-contact the homeowner for a final decision.
- Commercial
Vehicle –
The Board sent the homeowner a letter advising of the prohibitions of
commercial vehicles parked in KPW, and the Board is awaiting a response
from the homeowner.
- Waterline
Easement – The
Board’s legal team found an easement reflecting that Washington Gas was
responsible and liable for the gas line that was installed through HOA
property at Commonwealth and Guinea.
- Annual
Tree Encroachment Survey – Board members will walk HOA property in
early April to look for any damaged trees as well as any encroachments on
HOA property.
- Annual
Meeting Preparation – The annual meeting will be held at Laurel Ridge
Elementary School on May 18, 2016. Jillian Mueller will be the nomination
chair. The Board compared budgets from last year and proposed new budget
and recommended the assessment remain at $40. Approved 6-0

Business:
- HOA
Disclosure Packets – A realtor contacted the Board concerning selling a
property, and did not learn of the HOA until after closing. The Board
told the realtor that it was up to the homeowner or listing agent to
disclose the existence of the HOA. The realtor said that he would pay for
a disclosure packet and then seek reimbursement from the listing agent.
The Board will put a sentence in the annual meeting letter reminding property
owners that they are members of an HOA.
