Meeting
called to order:
7:30 p.m.
 
Approval
of November Meeting Minutes:   Approved 7–0 
 
Treasurer’s
Report:  The
management company did not send a report in time for the meeting.  The report
was emailed to the Board on January 19, 2016:  Checking account balance is $20,787.80;
accounts receivable balance is $3,467.46; two general fund CD’s in the amount
of $5,337.71 and $5,340.09; and reserve study CD is $18,601.16, bringing the
total to: $53,534.22.
 
Old
Business:
 
 - Commonwealth/Sideburn
     Holly Trees –
     A Board member received one quote, and she is waiting on two more to vote
     on if we will trim, remove, and/or replace greenery.
- Unkempt
     Property –
     Fairfax County recommended the owner clean up the property, and the owner
     followed through with their recommendation.
- Encroachment
     –
     Homeowner will alleviate the encroachment when they build a new fence on
     their property.
- 2014-2015
     Audit – Audit
     was signed and mailed to the management company. 
- 2014
     Income Taxes – Federal
     tax forms were signed and mailed.  Virginia state tax forms were sent to the
     auditor for e-filing.
 
New
Business: 
 
 - Gas
     Line Easement – A
     Board member contacted Washington Gas concerning a gas line that was
     installed across HOA common land to a non-member’s private property.  A
     Washington Gas representative said that the gas line was installed in
     1996.  They do not have any documents reflecting that the HOA authorized
     this encroachment; however, there is a notation in their records that the
     non-member homeowner verbally told Washington Gas that the HOA gave him
     permission to install the gas line.  The Board asked the non-member to
     provide all documents he had reflecting the HOA gave him permission to
     install the gas line across HOA property, and as of this meeting, he
     failed to reply.  There is an individual who may be a party to past
     conversations about this matter, and the Board will ask her for a
     memorandum to provide us detailed information on this matter.
 
Communications
from Members:
 
 - Dog
     Clean Up – A
     homeowner complained about a dog owner failing to pick up after their dog. 
     The Board recommended they contact Fairfax County.
- Leaning
     Tree – A
     homeowner complained about a leaning tree; however, they failed to mark
     the tree to identify it for the Board.

no further business, the meeting adjourned at 8:05 p.m.
